Schools represented: Scarsdale, Southern Regional, Moorestown Friends,
Loyola, Annapolis Area Christian, Annapolis High, Severn School,
Fieldston, Broadneck, St Marys High, Key, Port Jefferson, Severna
Park, Pearl Miller, Schreiber, and Gilman. (16 Schools plus AYC, SSA,
and Port Jefferson coaches/program directors).
The financial report was unanimously accepted.
New Business:
Motion: Member schools will sign up for 1998-99regattas by picking one
regatta at a time in the order of the latest district championship
ranking, i.e. the school in first place will pick one regatta, then
the second place school will pick one, etc., until all have picked as
many regattas as they wish to attend. These choices may be made at
an actual meeting (for which lists may be sent in), or may be handled
without a meeting by lists sent to the district directory, according
to the published schedule. For 12, Against 2. Motion passed.
Motion: A team that does not participate in a regatta for which they
signed up will loose an initial signup round for each missed regatta
in the next season's regatta signup session, unless they provide 10
days notice to the district director (or designated alternative) or
find another member team to fill in using (1) the list of alternatives
as posted on the web site, or (2), if no alternatives can attend, any
other member team. For 14, Against 0. Motion passed.
Motion: District Double-handed Championship trophies will be awarded
for fall and spring, in addition to the Overall fall and spring school
year championship. Each will be based on a formula similar to the
current one with a fall and spring championship regatta counting
double points. The formula may be adjusted by the District Director
dependingon the number of regattas in the schedule. For 14,

Motion: Because the single handed national championships will be held
in the fall, MASSA will hold all single handed district regattas in
the fall except for a spring district single handed championship
regatta in late spring following the double handed schedule.

Motion: If there are a limited number of single handed or double
handed boats available for the MASSA eliminations, participants
will be chosen based on their current district championship stand-
ings. For 14, Against 0. Motion passed.
Motion: 7th grade students from feeder schools will be allowed to
sail at district regattas. For 0, Against 13. Motion defeated.
Motion: 8th grade students from feeder schools will be allowed to
sail at district regattas except for the district eliminations.
For 12, Against 2. Motion passed.
Motion: Ask ISSA to amend Eligibility Rule 1.2 to allow 8th grade
students from feeder schools to compete in National Championships.

Motion: MASSA must use the same boats/rigs for the single handed
district eliminations as are used for the National Championships,
i.e. full rig vs radial rig lasers. For 14, Against 0.
Motion passed.
Discussion points: No decision was made on whether to ask ISSA
to hold the Mallory later if possible. No decision was made on
recommending full rig vs radial rig lasers for national champion-
ships.
Nominations and Elections: Bill Schneider was unanimously nominated
and elected for District Director Nominee to the ISSA Board.
